Thought maybe it belonged at one of those houses but the way it’s talking to you & following you it’s pretty clear he wants to go home with you; he’s begging. Such a pretty sweet cat, I just love that little chirpy sound they make & love listening to a cat purr it’ll put you to sleep faster than any pill. You should go back after him/her whichever & see if it belongs to anyone living there if not take it home with you.

Never seen a cat being petted in such a strange way
Just because the cat looks well fed doesn’t mean it has a home. If this is in Japan then they are known to have LOTS of stray cats. Multiple people might be feeding a single stray. Japan literally has an island designated for stay cats.
Reminds me of a cat that I have now that was a stray. The cat got up on a bench I had next to one of the windows and peered in to look inside sometimes (much to the shock of my other cats). I eventually adopted him and he acts just like this cat does when wanting attention.
He’s very nice, but can be quite needy too. I think that’s just because he loves getting petted so much. He’s a big cat too (not fat, he’s pretty long for your average cat) and he likes to hoist his front paws on my seat when I’m at the computer and grab at my arm so I’ll pet him.
A stray cat acting like that is very believable. Common? Not really, but I’ve had some strays that absolutely act like this.

Probably a house cat that also visits other homes. We had a cat that was like that that we eventually adopted into our home. But he always went out and ate at other locations.
