We had a cat who liked to drink water like that sometimes. We figured out that it was due to whisker fatigue because the water bowl was too small. She still did it on occasion after we got bigger bowls, but not nearly as often.
Of course, it was really cute, but we didn’t want her to have whisker fatigue.
